The Youth Participation Index (YPI) 2023 is a comprehensive monitoring report that evaluates the political, economic, and social participation of young people aged 15โ€“29 across Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, and Turkey. Developed by a network of youth organizations and supported by the European Union, the Index presents data across 25 indicators and offers comparative insights into youth opportunities and barriers in each country.

The 2023 edition highlights persistent challenges: underrepresentation of youth in political decision-making, high youth unemployment, and limited access to quality education and social services. Despite these issues, the report also identifies progress in areas such as the establishment of youth structures at local levels and improved data collection practices.

The Index serves as a data-driven tool for policymakers, youth advocates, and civil society actors, helping them assess progress and develop targeted strategies to increase youth engagement. It emphasizes that meaningful youth participation requires institutional support, inclusive governance, and sustained investment.
